International Students - All non-U.S. citizen are required to register with the TSA in the Flight Training Security Program (FTSP) before they can begin instruction. The steps to follow are outlined on the AOPA website.

To begin the process, you will need to speak to the school manager. It can take some time to run the necessary security checks, so those wishing to begin their flight training should anticipate this delay, and start the approval process well before they expect to fly.
